| Purpose
of Group |
The group is
the SW Admissions and Appeals Benchmarking Group. The group meets
termly, usually in Bristol, and acts as an information exchange
and support group for officers working in school admissions as well
as initiating, preparing, collecting and collating the data about
admissions and appeals. It has two years of data to assist its work.

| Activity
of Group |
Turning
"information" into "performance" data remains
difficult. Admissions cannot operate in isolation from school place
provision, surplus place removal, school effectiveness or even such
fundamental factors as geography. Similarly, many of the Best Value
'improvements' will adversely affect many of the so-called performance
indicators - better information leads to more parents preferring a
school other than their catchment area school, better support for
parents at appeal leads to more and more successful appeals, better
management of surplus places reduces the scope for preference to be
met, effective planning of school places similarly matches places
with population not preference. That said, the information is nonetheless
part of that wider picture and needs to be viewed as such.
In addition
the LEAs brought together in this group can hardly be described
as comparing like with like - it is a very disparate group on virtually
every measure. It is therefore difficult to say with any certainty
that the comparisons actually highlight anything of importance.
However, in many ways, this is also a strength of the group - it
means that the group represents the widest spectrum of experience
and problems.
