A benchmarking
group for early years was formed in September 1999. During 2000
it was incorporated into regional activities organised by the National
Children's Bureau. NCB's involvement in regional networks ended,
and formal regional benchmarking activity has lapsed.
The DfES now
leads the regional network process for Early Years & Childcare
Development Partnerships. It is also developing a new system of
key "health" indicators for Partnerships which should
become available in 2002. Wiltshire is not participating in any
stand-alone scheme for early years benchmarking but is active in
wider regional partnership structures.
In the meantime
the available information is published performance against targets,
for which all Partnerships and the LEAs which convene them, are
working to a common scheme. Partnerships also submit audit information.
Although this is less comparable as the time of year for counting
any data is not specified in DfES guidance. Information submitted
