Activity of Group

A benchmarking group for early years was formed in September 1999. During 2000 it was incorporated into regional activities organised by the National Children's Bureau. NCB's involvement in regional networks ended, and formal regional benchmarking activity has lapsed.

The DfES now leads the regional network process for Early Years & Childcare Development Partnerships. It is also developing a new system of key "health" indicators for Partnerships which should become available in 2002. Wiltshire is not participating in any stand-alone scheme for early years benchmarking but is active in wider regional partnership structures.

In the meantime the available information is published performance against targets, for which all Partnerships and the LEAs which convene them, are working to a common scheme. Partnerships also submit audit information. Although this is less comparable as the time of year for counting any data is not specified in DfES guidance. Five Key Indicators

To be updated in 2002 by DfES project - we can expect measures of childcare development to be included.

  • Quality of Early Education
    % of EYDCP settings in non-maintained sector who:
      (a) fail OFSTED inspection
    (b) are to be reinspected in 1-2 years
    (c) are to be reinspected in 2-4 years.
  • Administration of Grant
    % of registered providers who made a proper claim and received the correct amount of grant by the given DfES deadline each term (ie to distribute grant to providers within 10 days of receipt of funds from the DfEE).
  • Accessibility of Early Education Places
    In each term, % of 3 and 4 year olds of population
      (a) using LEA maintained nursery places
    (b) using non-maintained settings.

These PIs are measured termly using term dates as set out by the DfES.
