| Purpose
of Group |
The South West
Education Personnel Manager Group meets termly and exists to exchange
information, co-ordinate regional responses, share best practice
and provide mutual support for education personnel managers.
National Employers
Organisation and South West Provincial Employers representative
also attend. The area covered extends from Cornwall to Gloucestershire
in the north and Swindon/Dorset to the east (authorities listed
below).

| Activity
of Group |
In the Autumn
of 1999 the above group, because of the requirements of further
delegation, OfSTED and Best Value decided to undertake an exercise
to benchmark Education Personnel Services. The group also agreed
to look at performance criteria.
Preparatory
work between 18 October 2000 and a meeting on 2 November 2000 led
to nine authorities contributing to a three hour meeting in Taunton.
The work covered comparisons for service levels, staffing and consultancy
costs for Education Personnel. Three personnel functions were examined:
- Support
for schools.
- Strategic
work in education.
- Support
for centrally employed staff.
'House rules'
were/are that only participating authorities would benefit from
the exercise which was a snapshot at November 1999.
